Scott Stephens, President
As president of Miller Pacific Engineering Group, Scott is responsible for the overall business management of the firm. He is also the Senior Project Manager and Reviewer for numerous Geotechnical and Geo-Civil projects. He has conducted many forensic geotechnical investigations and has provided expert testimony on geotechnical issues including slope instability, retaining wall failure, foundation distress and groundwater seepage.
Dan Caldwell, Associate Engineer
Dan serves as Associate Engineer and Senior Project Manager for a wide variety of Geotechnical and Geo-Civil projects throughout the San Francisco Bay Area. Mr. Caldwell has over thirty years of experience working as a geotechnical engineer in the Bay Area, and his practice has focused on the North Bay during the past twenty five years. He has managed more than one thousand geotechnical engineering investigations during his career.
Ben Pappas, Senior Engineer
Ben has been responsible for many aspects of Geotechnical and Geo-Civil projects. They include the investigation and subsequent design of landslide repairs and the design of various excavation support systems. He has planned and supervised the exploration of hillside sites, marshland soils, expansive soil areas, and other geotechnical problem areas.
Nate Klemin, Project Engineer
Nate serves as a Project Engineer on a variety of Geotechnical and Geo-Civil Projects. Having been with the firm since 2011, Nate has been responsible for numerous geotechnical investigations for projects ranging from municipal infrastructure capital improvements and rehabilitations to private multi-unit residential and commercial developments.
Brett Stapleton, Staff Engineer
Since joining the firm in 2013, Brett has worked on a variety of Geotechnical and Geo-Civil projects. Brett manages the geotechnical laboratory and performs a variety of tests to determine the engineering properties of various soils. He has planned and implemented subsurface exploration and laboratory testing programs.
Jeff Overlock, Staff Geological Technician
Jeff has over 6 years of dynamic geotechnical work experience in both the planning and construction phases of projects with Miller Pacific. He is experienced conducting subsurface explorations and logging soil samples in the field as well as performing various laboratory tests. Jeff has extensive experience performing construction observation and testing including: landslide repairs, mass grading, building pad preparation, inspection of foundation excavations and rebar, flatwork subgrade preparation, and compaction testing of pavements. He is certified by the American Concrete Institute for concrete sampling and testing. He is also certified by CALTRANS for soils material testing.
Allen Miller, Senior Engineering Technician
Allen has over 30 years of diverse experience as a geologist and engineering technician. He has been responsible for geological mapping, exploration logging for fault studies, and tunnel exploration. He has organized and managed geotechnical testing laboratories. He is especially experienced in the inspection of landslide repair. His projects have also included, mass grading, underground utilities, engineered retaining structures and deep foundation construction. He is certified by the American Concrete Institute for concrete sampling and testing. He is also certified by CALTRANS for soils material testing.
Michael Morisoli, Vice President
Mike is Managing Engineer for the firm’s Napa/Solano office and serves as the Senior Project Manager for numerous and varied Geotechnical and Geo-Civil projects throughout the San Francisco Bay Area. His geotechnical investigations range from schools, commercial developments, and residential structures, to landslide causation, and distressed structural foundations.
Eric Dabanian, Associate Engineer
Eric serves as Associate Engineer and Senior Project Manager for a wide variety of Geotechnical and Geo-Civil projects throughout the San Francisco Bay Area from the firm’s Novato office. Mr. Dabanian has over twenty years of experience working as a geotechnical engineer in the Bay Area, and his practice has focused on Marin and Sonoma Counties.
Mike Jewett, Cert. Engineering Geologist
Mike has conducted dozens of geologic site evaluations for a variety of projects, including distressed properties, slope failures and pre-development feasibility studies. Mike has also been responsible for numerous geotechnical investigations for projects including municipal infrastructure capital improvements and rehabilitations to private multi-unit residential, commercial developments and landslide mitigation.
Rusty Arend, Project Engineer
Rusty Arend serves as Project Engineer in the firm’s Novato office on a variety of Geotechnical and Geo-Civil projects. Rusty has over eleven years of experience working throughout California and the Pacific Northwest. The majority of his experience is concentrated in the San Francisco Bay Area, primarily within Marin, Napa, and Sonoma Counties.
His experience includes conducting and overseeing feasibility evaluations and geotechnical investigations for site conditions ranging from deep, soft soil deposits to shallow, hard rock.

Wayne G. Oakley, Senior Engineering Technician
Wayne has over 30 years of experience in construction monitoring of major site development grading, numerous landslide repairs, drainage, retaining walls, and foundations such as drilled piers and driven piles. Wayne has organized and managed soil testing laboratories, supervised exploration drilling and sampling, floor level surveys, and the investigation and sampling of suspected hazardous waste sites. Wayne holds certification for hazardous waste inspections and as a CALTRANS materials testing laboratory operator.
